Fixes lots of bugs

Changes:

Fixes leaderboards not loading correctly
Allow access to reload command from console
Adds %remaining% support to cooldown elements
Adds /battletower resetcooldown <player> command (com.envyful.battle.tower.command.resetcooldown)
