Added CC Outpost and Shuttle as Well as a New Plushie

Description.
Added a Central Command outpost for use in events as well as a Central Command Shuttle that is geared more toward personal transport rather than being another Death Squad type of shuttle. I've also added the Pepper Plush which is a Plushie of the sweet bean known as Pepper Dominos.

That is, if you want it to appear anywhere outside of admin intervention.

The plushie should definitely be more generic. Take the slips-on-soap plushie for example. I think it's named a "janitor plushie" and its description says something about them being silent.

I note this forward, all community made plushies will be forced to in in the prize vendor/prize ball and not in locker pools anymore.

Also they are allowed as random plushie pool.
