Functions and tests for managing scenes and orbits #3

This PR updates functions for working with scenes and orbits on NCI, including:

Updating imports to use installed source code
Fix error in finding orbit files (was searching multiple sensors instead of just the scene's sensor)
Allow user to search POE, RES or both (default behaviour) for the latest orbit
Add doc strings for functions
Add tests for all functions
