Pretty much a continuation to #1262. I recently noticed this limitation while controlling units that were already surrendering or handcuffed and couldn't switch my voice source to speak to nearby players (I like it defaulted to player unit).
A current limitation of the ACE Interaction Menu will prevent the interaction from working on handcuffed AI, until the fix in acemod/ACE3#10188 is deployed with
v3.18.0
