Fix emissary double bid (#343)

* Fix emissary slot logic in SealedBidTokenSale contract and update unit tests to ensure correct emissary count handling.

* Update SealedBidTokenSale contract address and related transaction details in JSON files for chain 7887, reflecting changes in contract deployment and execution.
