This PR revisits the installation of ecCodes cosmo definitions and fixes the ecCodes and definition file versions.

Main changes are:

  • ecCodes version is now fixed for conda
  • ecCodes cosmo definition files are cloned into the conda env share/ folder
  • the dependency on spack for installation was removed
  • the file requirements/setup_grib_eccodes.sh was deleted because all functionality is now in tools/setup_env.sh

! The check for the cartopy installation in tools/setup_env.sh is currently deactivated because it fails. @andreaspauling did it ever work?

The cartopy installation probably worked for Guillaume but I never used it. The purpose of this repo is the operational production of the calibrated pollen fields. Visualisation of the fields should be done with other tools (e.g. icon-timeseries :-) ). Hence I think this part can be removed completely.
