Fix for mapping of bytes for PDT 4.32 (#474)

* Fix for mapping of bytes for PDT 4.32 Fixed byte length at index 8 from -2 to -4. * Update tst_pdstemplates.c with fix for PDT 4.32 Updated tst_pdstemplate.c with same map fix for PDT 4.32 as done for pdstemplates.c. --------- Co-authored-by: Eric Engle <EricEngle-NOAA@users.noreply.github.com>
