The new snow file will need to be exported from here. I have been using AFWA_GLOBAL_FILE. The AFWA_NH_FILE and AFWA_SH_FILE variables can be removed. How can we test this? |

I've gone ahead and installed copies of both the obsproc and prepobs release branches for this upgrade. I will use the provided COM and installs to test the GFS on Cactus. |

Add further information to describe change to AFWA global snow file Refs NOAA-EMC#2913
Updates for the new `obsproc/v1.3` and AFWA global snow filename. A new UFS_UTILS tag (`ops-gfsv16.3.20`) is used for the snow filename changes. The prepobs package is also updated to `v1.2.0` but is internal to the upstream obsproc package so only the `prepobs_run_ver` variables are updated for dev mode usage. Additionally, workflow updates are made to allow the EMCSFC_SFC_PREP (sfcprep) job to be run as part of the rocoto mesh in dev/emc mode. A new switch `DO_SFCPREP` is added to `config.base.emc.dyn` and is set to "NO" by default. Setting it to "YES" will add the `sfcprep` job to the rocoto mesh ahead of the `prep` job and will generate the snogrb files that are usually generated in ops and used via the GDA. Refs #2913

The order of the upgrade to obsproc/v1.3 and the new AFWA global file was moved back and thus the release branch needed to be remade. This PR includes all updates for the GFS upgrade to obsproc/v1.3 and the new global AFWA data file: - new UFS_UTILS tag (`ops-gfsv16.3.20`) to support new global AFWA file - new GSI tag (`gfsda.v16.3.22`) to support obsproc/v1.3 and saildrone - workflow changes to support obsproc/v1.3 (and prepobs/v1.2 internal to obsproc) and AFWA global file - also workflow changes to allow developers to run the emcsfc_sfc_prep job within the rocoto mesh via `DO_SFCPREP=YES` in config.base This PR is a repeat of prior ones to get this package in place. @ADCollard Going back to an old discussion about the GSI saildrone update...can it go into ops before obsproc/v.1.3 goes in? NCO is looking to adjust the order of the upcoming GFS updates due to further delay of obsproc/v1.3. They'd like to know if the GSI saildrone updates can go in before obsproc/v1.3. Introduces bufr station updates into the GFSv16.3.23 operational package. There are three updated stations and 121 new stations added to the bufr station parm files. Changes provided by @BoCui-NOAA . Refs #2913
Adjust the package to the new v16.3.23 and incorporate updates from the new v16.3.22 package (now ahead of this update). Additionally, the obsproc (and prepobs) updates are backed out for a later upgrade. Now use `obsproc/v1.2.3`. Refs #2913

The snow data file provided by the USAF has changed names and the new name will go into affect withobsproc.v1.3
. The GFS will need to update to use the newobsproc.v1.3
and the new snow filename. Additionally, the GSI will require a change in the GSI code (read_prepbufr.f
) for the saildrone data.The prepobs package is also updating tov1.2.0
withobsproc/v1.3.0
. This version is internal to the obsproc package but we'll want to update both obsproc and prepobs versions indevelop

Update 10/21/24: NCO pulled the new CO2 fix files for 2025 into the gfs.v16.3.20 para install. Part of issue #2558 will be resolved via this issue.Now going in ahead of this as the new v16.3.20.Update 11/5/24: PlanetIQ GPSRO data is now switched on for active assimilation (NOAA-EMC/GSI#803). The gfsda.v16.3.20 tag was updated to reflect this changes.Went in v16.3.20Target version
