Extend cropdaterangefunction

Description
Add logic to preprocessor cropdaterangefunction that sets the date_range start and end hours to the hours in the dataset if they do not begin at zero, since the framework only supports specifying start/end years or dates wotj tje format yyyymmdd . This is a workaround to support timeslice and similar datasets.

How Has This Been Tested?
RHEL8 Python 3.11

Checklist:

• My branch is up-to-date with the NOAA-GFDL main branch, and all merge conflicts are resolved
• The scripts are written in Python 3.11 or above (preferred; required if funded by a CPO grant), NCL, or R

• I have included copies of the figures generated by the POD in the pull request
• The repository contains no extra test scripts or data files
