Gilly-Utilities

Updates throughout the Gilly-Utilities files. Biggest changes are the addition of new system functions such as 'progress' and 'isarray'.

Stable in python 2.7 and 3.7. Other versions may vary. Please note we use scipy-1.2.2 and not 1.3.0 due to an issue with Scipy that fails to import their dependencies correctly in py3.7.

Added setup.py support

This version adds some new functions (e.g. isdatetime) and now adds support for setting up the library from PyPi.
