This release rate limits the weather command, so that you don't exceed your OpenWeatherMap quota. The default is 15 seconds, but you can change configFile.weatherTimeout or the environment variable QBWTIMEOUT to the number of seconds you want times 1000. So if you want a 30 second timeout, put in 30000.
