Major code revisions:

Revise BLS data suppression function to only estimate suppressed data through the target naics (no need to estimate suppressed naics6 when we are interested in naics3)
Revision in proportionally_attribute() to correctly merge county data with related state data
Add geoscales throughout employment FBS method files so county data correctly merges with state data
