[HUDI-8885] Improve the efficiency of initializing the metadata table and table services

Change Logs

• Reduce listing calls required to perform table services when initializing the metadata writer.
• Reduce redundant listing calls in the metadata writer
• Reduce listing in clean planner

Impact

• Added some basic counters for listing in the /metadata directory and see over 20% reduction in listing calls in the DeltaStreamer test suite.
• In case where the cleaner does not have anything to clean, we remove an extra listing call. This will apply to both data and metadata timelines.
