[HUDI-8697] Revisit TestHDFSParquetImporter and TestHoodieSnapshotCopier

Removed HoodieSnapshotCopier with TestHoodieSnapshotCopier, as it was deprecated and disabled more than 3 years ago.

HDFSParquetImporter was also deprecated at the same time as HoodieSnapshotCopier, and should be removed in 0.11.0. For compatibility support of hudi-cli API (import/upsert) I did not delete HDFSParquetImporter, but moved it from hudi-utilities to hudi-cli module (with deletion of some useless code, as it is not a separate utility anymore). Now it is used only in hudi-cli by SparkMain IMPORT and UPSERT commands.

Also removed deprecated HDFSParquetImportCommand with ITTestHDFSParquetImportCommand from hudi-cli.
