release: v0.27.0-rc.3 (#2378)

The most important change in this release candidate is the changes to
how router address overrides are handled, they were inconsistent with
our documentation previously, however are now correct.

The same advice relates to testing as in previous RC's, testing should
focus on `rover dev` and LSP functionality as those are the big
deliverables for Rover v0.27.0
