Shouldn't the first sed not be the following:
sed "/WATCH_NAMESPACE/,/metadata.namespace/ s/valueFrom:/value: '$WATCH_NAMESPACE'/"
It is currently missing the $WATCH_NAMESPACE variable, always setting WATCH_NAMESPACE to empty instead of the value that was typed in.
