feat: GEO-1046 and GEO-1047 - minor dashboard enhancements

Description

Updates to address some of the minor details in: GEO-1046, GEO-1047

Changes include:

• Added a new dashboard tooltip for the 'recently viewed reports' widget
• In the 'recently submitted reports' dashboard widget, changed the 'submission date' column to refer to 'update_date' (instead of create_date).

Type of change

Please delete options that are not relevant.

• New feature (non-breaking change which adds functionality)
