- Remove siteminder IDIR from CRUD tests, no longer avaialbe for new ones
- Cleanup IDP references to be by label instead of ordering
- remove some unnecessary waits, replace with UI update where applicable
upload videos for debugging
turn on videos for all test suites
increase timeouts for cypress flakiness
