This pull request adds gersemi as a linter & formatting step to the pre-commit hooks, and additionally formats all CMake listfiles, accounting for CMake function and macro definitions (from the upstream jrl-cmakemodules as well as functions defined internally in the Coal listfiles).
Resolves #656
