We need to set transactional.id ACL permissions with adminapi. ResourceTransactionalID is currently missing in golang implementation despite C.RD_KAFKA_RESOURCE_TRANSACTIONAL_ID is available. In scope of this PR I am adding support for ResourceTransactionalID.
