We're still waiting for a complete fix frewsxcv/rust-crates-index#181 but meanwhile let's upgrade everything.

Yes. After I've reported frewsxcv/rust-crates-index#181 the error became better because now it detects the cause of it, but they still don't have the full fix so everything remains broken as before.
