What does this PR do?

Provide an interactive way to define alerts

Defines a set of templates
Each template has its own set of custom values to fill
Each field should be self-explainable, either by name or by providing some sort of documentation
After filling all values, a text box with the generated alert is available to copy from


          POC: build absolute count threshold alert templates
