We were pinned to v4.0.2 of the cache workflow. This has been deprecated, so our workflow started failing. Let's use major version tags to avoid that happening.
20.04 is being decommissioned.

It looks like it did: #259. But switching to the major version tags means we won't get so many Dependabot PRs in future. |

This PR resolves an issue that has caused all pipelines to fail on
main, due to us using a deprecated version of the cache action.
