Make GFFUtils package available via Python Package Index (PyPI)

Proposal to make the package available via the Python Package Index (PyPI), so it can be installed using just pip install GFFUtils.

This depends on the genomics-bcftbx package also being made available on PyPI - see fls-bioinformatics-core/genomics#98

Thanks for sharing your code but could you rename it as the name gffutils is already taken by a similar project. Especially https://gffutils.readthedocs.io/en/latest/ not belonging to the gffutils on PyPI was confusing to me.
