Add a new job runner (e.g. SLURMJobRunner) to enable jobs to be run on clusters using SLURM as the job submission engine.

Possible could be based on the existing GEJobRunner, with the qsub command being replaced with the equivalent SLURM command (see e.g. https://hpcsupport.utsa.edu/foswiki/pub/Main/SampleSlurmSubmitScripts/SGEtoSLURMconversion.pdf)
