Release 231027 (esp32 only) copy WiFi creds to NVS if not already

This is a minor upgrade only intended to ESP32:

• saving SPIFFS WiFi credentials to NVS area
  (when reading JSON wifi credentials file, save those creds to the NVS area if this later does not already exists)
