Improve cards lists with many elements

Description of the proposal

This proposal aims at improving cards lists with many elements.

The final outcome will be:

• internal link cards - rules

• internal link cards - in context

• external link cards - rules

• external link cards - in context

Motivation

This proposal stems from the fact that some resources have many links to display, too many to easily handle with only the current carousel display.

All the sections using lists should also be homogenized to help the user clearly understand the content of the cards.

Scope

This proposal affects the display of all lists:

• search results
• downloads
• API
• associated resources
• similar records

The metadata quality widget will adapt to the size of the card.

This should fix #912, #1056
