Logs panel query: Audit automatic query exeuction

Logs panel query is globally defined and has automatic execution, so it is run on every filter change and in views where it not necessarily being displayed to the user.

Can we move that query runner to only be defined within the logs tab scene, or convert that query to manually execute?
