MVP of the approval service.

The current implementation can:

  • Listen for GitHub webhooks
  • Create a Teleport Access Request
  • Watch for changes to Access Requests
  • Respond to approvals and rejections of Access Requests

Approving/rejecting GitHub deployments is currently stubbed out.
