Implement TagAwareCipher

Description of Changes

Implemented the TagAwareCipher decorator to support tagging encrypted data, allowing for non-encrypted data to be safely passed through the decryption process without throwing exceptions.

How Has This Been Tested?

Included unit tests for the TagAwareCipher decorator to validate its functionality. The testing covers scenarios involving both encrypted and non-encrypted data.
