Bump parse-path and gatsby-cli

Removes [parse-path](https://github.com/IonicaBizau/parse-path). It's no longer used after updating ancestor dependency [gatsby-cli](https://github.com/gatsbyjs/gatsby/tree/HEAD/packages/gatsby-cli). These dependencies need to be updated together.


Removes `parse-path`

Updates `gatsby-cli` from 2.19.3 to 5.14.0
