Proposal to add HEonGPU, a GPU Based library tailored for efficient homomorphic encryption. HEonGPU supports CKKS and BFV schemes with advanced features such as threshold encryption and CKKS bootstrapping. The library is designed to deliver high performance for FHE operations, leveraging GPU parallelism to accelerate computations. In the near future, support for TFHE scheme and TFHE bootstrapping will also be introduced.
