Porch has been spun out of kpt and it being maintained as part of the Nephio project: https://github.com/nephio-project/porch. Removing it from kpt so we don't have two separate forks of the project.
This removes the code under the Porch folder, but leaves a README file that points to Porch in the Nephio project. It also removes the porch-related cli commands from kpt and the github actions related to Porch.
