Aggiunge la tipizzazione in alcune funzioni, aggiunge file requirements.txt e modifica requirements_dev.txt, modifica il readme e spiega come utilizzare il token di telegram in locale e su github. Mantiene la coverage a 88 pur incrementandola di pochi decimi.
