This version provides the new configurable Apps menu. lsst-sqre/squareone#179
- Enable Apps menu on USDF Dev and IDF Dev - Show Times Square and Argo CD as iniital apps. More can be added.

This new version of Squareone features a re-engineered primary navigation with a configurable "Apps" menu for linking to apps like Times Square in the project RSPs.
