Proposed changes

This change adds advice for those affected by #1846
The installation/build process works for different python versions if minconda was used to consistently version the environment.

Thanks for the addition. I don't think we need to add this just yet for the one-off issue you had. Let's see if it's a common problem and then we can revisit.
