Updates Dockerfile
Moves docker-compose.yml to compose.yml and takes out the gem cache because this gem doesn't have many dependencies so it's not a big deal to rebuild when adding a gem.
Adds an init.sh script for getting started
Moves .env-dev-values to env.development
Updates the README with developer startup instructions
Updates release-please to use version 4 and use the config and manifest files
