The repository moved from my personal account to the openml-labs organisation a while ago. This PR reflects that, and allows for correct installation of :latest (as opposed to installing whatever fork I make).

While the gama 23.0.0.post1 release fixes the scikit-learn dependency to a compatible one, the 23.0.0 release of GAMA till continue to install an incompatible version of scikit-learn. Since 23.0.0 is the one included in the 2023Q2 definition (used in the paper), we add an additional fix in the setup script for that particular version.
