(feat) O3-4433: Allow future start dates for medication orders

Summary

This PR updates the prescription start date functionality to allow future date selections when placing a drug order. By removing the maxDate property from the DatePicker component, clinicians can now schedule prescriptions to start on any future date, enabling greater flexibility in aligning drug orders with patient care plans and specific clinical scenarios.

1. What are the clinical use cases for scheduling medications with future start dates?

2. Should we allow medications to be ordered with start dates in the past? If not, what are the clinical/compliance implications we should consider?

This context would help us determine the appropriate date restrictions for the medication order form.
