IMP: support running all tests inside of Docker container

• This is primarily of interest for workshop Docker container builds.
• It will be convenient for users to be able to run all tests from the cli (e.g., qiime dev test-deployment), which would let workshop instructors have peace-of-mind that their container works before they start a workshop.
