Betanet-V2.0

This is the first release where we're supporting external node-running in some capacity.

Main change to Olympia is that we now have a native library binary (built from rust) which needs to be placed by the JAR.

• Binaries and/or instructions to compile to come later in the week.
• Better docs on node-running to come later in the week.
