This is meant to address https://github.com/rapidsai/build-infra/issues/188. The download artifact action will always output errors to the workflow log, even when we don't care and try to ignore them. This changes to using cURL and the Github Actions API to do the download, and then propagates an environment variable to enable or disable telemetry for subsequent steps.
