SPLAT-2030: Update project dependencies: Fedora 41, go1.23, others #77

What this PR does / why we need it:

Update project dependencies for security packages. Components changed:

  • Base image updated from fedora 40 to 41
  • Golang updated from 1.22 to 1.23
  • oc utility updated from 4.16 to 4.18
  • camgi updated from 0.9.0 to 0.10.0
  • CI static version updated to 2025.1
  • tools image released to v0.5.0
  • Sonobuoy SDK from v0.59.1 to v0.59.3
