README for Moodle Quiz Editor (MQE)

Moodle Quiz Editor is designed for people who wants to create questions for moodle but is not using a moodle installations.

The reason behind for this is a content development project under MOE. Currently teachers are using text editors to edit GIFT files.
By having a proper GUI will boost their work as they will only work on the content than coding :)
