This is necessary as runserver_plus somehow detected changes in app folder when uploading a CSV file, resulting in django restart due to watchdog seeing new/changed files in app folder.

@henhuy I did the main design changes for the start page. There's only the top nav that is not optimal on smaller devices (but I also know this is not the priority).
The changes from fix/local_docker are in this branch too. Should I create a PR for that branch first?
