Implemented basic API framework for Quisby
- deleted old installation files - add dockerfile - moved nested api code to parent code
- package was not able to locate lib module inside pquisby. so did some structural changes and update setup.py. - made release 0.0.2 to pypi
create google api credentials only when needed

- add make file to build and push package to pypi or test.pypi - add package_version.sh script that will pull latest version tag from pypi and increment version and return - use jinja template to update release tag - update README
