Fixes for latest Ubuntu/Debian support #1204

The biggest change is libmount requirement which is not available on Debian/Ubuntu, so we should be able to work without it if possible. The other changes are mostly small fixes in the dependencies installation.

The libmount bindings are not available everywhere so we should
make sure blivet still can be used without it if fstab management
is not required.
We set the friendly names feature during populate so we need to
check for its support (which requires mpathconf) too.
We are installing packages using pip system-wide so we need to add
--break-system-packages to make it work.
