Adjust migrid-httpd.env to avoid LANG getting exported as empty (='as…

…cii') in

the resulting migrid-httpd-init.sh helper used in apache-minimal init now.
Should remove mig.log warnings about file system ascii encoding rather than
expected utf8, and probably remove any other ugly side effects of that.
