This PR repurposes the hackweek-as-a-service Jupyter Book from a resource page for new clients, to a guidebook for hackweek organizing teams. Note that much of the new client content was already moved to the new eScience Institute website wordpress page.

Updated the deploy token and it the action run successfully again
