Latest edition proposal: required JS for outdating specifications

When someone reads a specification in /TR, he has no way to know whether the document he's reading is up-to-date or not. We want to make that obvious by adding a modal box on outdated specs. Outdated specifications are specifications that appear as "Previous version" in an other TR document. Since it would be too tedious to edit a document after a new version is published, we implemented a script as a pubrules requirement that takes care of this if the document is not up-to-date.

Note: We do have an exception system to skip (ie not display) the outdated note in some situations.
